One possibility is to forget aiming for a restored color photograph.
Instead, convert it to a black-and-white photo through either
traditional or digital techniques. In the days before Photoshop, my
wife noticed that family snapshots from the 70's had all faded and
become tinted with red. I copied them all with black-and-white film;
the results were certainly acceptable, and will outlast us for sure.
I once made a black-and-white copy of a color photograph of a group of
RCMP graduates. Their red serge jackets had faded to mustard yellow.
The copy, printed on fibre-base paper and selenium toned, pleased the
owner and I ended up using a print as a sample to show to other
customers.
