Perfectly correct, just as it travels at a lower speed through air than
trough a vacuum, in fact this applies to any frequency of
electromagnetic wave and any medium through it can travel. In the case
of co-ax cable radio waves can travel at between ~0.6c and ~0.9c. Of
course not all frequencies can travel through all media.
