You have an unusual request so all I can say is
try the various apps and decide for yourself if
they are useful. I'm not aware of any app that
will display digital images at 30fps.
Did you try the Flipbook option in DIS2006?
There is a downloadable starter edition.
Microsoft Digital Image Starter Edition 2006
is a downloadable 60 day trial version with
much of the functionality of MS Digital Image
Suite 2006.
Once your 60 day trial period has ended, the
program will de-feature to minimal functionality.
Unlike the retail version...the trial does not
have the ability to create VCDs and does
not support RAW files.

limit of 300 images but maybe you could
combine some completed files using Movie
Maker.
