Subject: Who invent Bezier curve approximation for Arc

Hi all,
I just want to know who invent method to calculate coefficient
4/3*(sqrt(2)-1) for arc approximation by Bezier curves. I have found it
in Feng Yuan book but I think he isn't author.
Also how this method called in computational geometry world?
