perhaps it's allowed to modify your question a little:

Who had invented the formula

k=3D(4/3)*tan(a/4)

for the tangent lenghts of a single cubic B=E9zier for the

approximation of a unit circle segment which starts at

angle 0 and ends at angle a ?

This means: the first two control points for a unit circle

segment are P0=3D(1,0), P1=3D(1,k).

The other control points are found by P3=3D(cos(a),sin(a))

and going from there with tangent length k to P2.
