For film that is the way it should work, but digital cameras respond differently and you should determine the proper amount to open up by tests. Meter from your 18% card and bracket upward by 0.3 EV increments until you reach the desired value after converting from raw with ACR.
On my own camera (Nikon D70) I confirmed that the response was linear and I had to open up by a about the above amount. The ANSI standard for meter calibration is for an equivalent to 12% (not 18%) reflectance, which requires another +0.5EV if you are using an 18% card. See my earlier post for details.
I suspect that it is the film-pater combination that is non-linear.
