Your nit-picking about 15 vs 16 bits in PS aside, the point is that it is not advisable to clip the highlights in order to squeeze out a few more levels that are not really needed in the first place. You must acknowldege the fact that digital capture has no shoulder. If you avoid clipping, you can use a curve in the highlight area to gently roll off the highlights and maintian good tonality in the print. Overexposure in digital is a CARDNIAL SIN.
