It's also a bit dependent on your camera. You may believe your camera's JPEGs are perfectly acceptable ... in which case there is no point to ACR. However, if your camera is a bit like mine, because it sometimes gets the white balance wrong ... or because it applies noise reduction to ALL JPEGs ... or if you want to recover some of the highlights' detail for increased dynamic range ... THEN you should give ACR a look.
Most PS CS texts cover ACR to some degree (e.g., Real World PS CS2), and there are a number of places to begin ...
