Sounds like you would need an 81 filter on the 5450 lamp. The 81 would give you a +9 mired shift. You would also need to compensate 1/3 of a stop for that lamp head. Then all of the three background lamps would be within 3 mireds of each other.
Did you measure the temperature of the foreground lamps?
