Photoshop is NOT "freezing" on you. What is happening is that the Save As dialog box is opening off your screen, where it was when you were using the other monitor.

To remedy your self-made predicament, delete your Photoshop preferences:

To delete and re-create the preferences files, start Photoshop or ImageReady
and, as it starts, hold down Control+Alt+Shift (Windows) or Command+Option+Shift
(Mac OS), and then click Yes to the prompt "Delete the Adobe Photoshop
Settings file?" or "Delete the Adobe ImageReady Settings file?"
