You don't say which folder you put the 3.1 ACR plugin into. See the forum thread "Debugging ACR3.x Installation problems" ... I'm sure you'll find the remedy to your situation.
As far as being a "PS newbie", we were all in the same situation. An excellent text is "Real World PS CS2" ... highly recommended!
