The choice between 8-bit and 16-bit is made at the bottom of the camera raw dialogue. Your theory about CS2 stripping the data from your image is not valid. Are you using the same quality setting in Photoshop CS2 as you are in Photoshop 7 when you save your JPEG image? If my understanding is correct, when you open the file from camera raw into Photoshop, the pixels are simply loaded into memory. The JPEG or any other file format is not created until you save the image in Photoshop. Apparently, you don't like my answers so I won't bother you with any more of them.
