No, that is not possible. The idea behind RAW images is that the camera does no processing of the image, and that includes NOT compressing the image. The result is that you get the pixels that the camera recorded. A JPEG image has been compressed and therefore has lost some quality in that compression process. Also, cameras apply different corrections to JPEG images. As far as I know, the only way you can get a raw image is to take one with a digital camera that will do the job.
