If you capture 4096 tones in 12-bit, and do a straight gamma conversion to 14-, 15-, or 16-bit gamma 1.8 or gamma 2.2, you won't, in fact, lose any of the original 4096 tones. Bill is literally correct. Quantization error only kicks in at 13 bits out.
(But as I pointed out, it's extremely rare that we'd do that.)
