Depends on which histogram were talking about.
The histogram in my camera (regrettable it is not showing color channels, but in the interest of this discussion, weŽll pretend it does, as it should), shows data based upon my camera settings, extracted from the JPG embedded in the RAW file.
This means it is dependent on my contrast, sharpening and color space set in camera, derived usually from an 8-bit, sRGB JPG.
OTOH, in a RAW developer, I can dial in negative exposure and contrast adjustments, and export to 16 bit ProPhoto. Just exporting to ProPhoto gives a whole lot of headroom in the highlights compared to that JPG..
