In his reply to the original question Bruce made no specific recommendation, but if you read his Camera Raw book, he usually begins with the exposure control (e.g. p. 132 of ACR with PSCS2, "The first adjustment, as usual, was to the exposure slider...". Hopefully, he will clarify any misconceptions concerning his suggested workflow.
