You're thinking about this way too literally Jason.
The camera, NC, and Photoshop all represent/measure degrees kelvin differently from one another. What you care about is that if it looks neutral in NC, it also looks neutral in Photoshop. ACR 3.2 makes that happen by correctly reading the camera's wb info and bringing it into photoshop. If the math used to convert wb data into degrees kelvin/tint is slightly different, I don't see how this is an issue.
