Why would you not expect the variation in commercial strobes? Do you know if the strobes being tested with have UV-coated or uncoated tubes? That would give a big difference in values. And some strobes supposedly change color temperature a bit if you adjust their power output. I would not be surprised at all of color temperature differences between different brands of strobes, too.
I have no background in sensor technology, so can't even guess if there might be unit-to-unit variation there. But from 30 or so years using different brands of strobe units I would expect variations between the strobe units. And even within the same unit, I would think there would be color changes as the unit ages. My older flash tubes seem to have yellowed a bit with age (visual inspection, no color temp meter).
