Currently, Lightroom doesn't recognize settings written by ACR in DNGs, so it builds its own. I don't think that's intended to be the behavior when it ships, though (as is the case with many things in Lightroom).
Building a full-size preview means converting the raw image, encoding it as JPEG, and writing it to disk. The raw conversions might get a bit faster, but if you want a preview, you're always going to take a speed hit somewhere. Camera Raw at least lets you decide when to take the speed hit....
