As I read it, Bruce is saying if you overexpose by a stop
you still get all the levels - maybe they're not
representitive of the tones you wanted but you get all 4095
of them. If however you underexpose by a stop you get only
half the number of potential levels - again whether or not
they represent the tones you wanted.
