Subject: "Camera Raw Preferences" Menu item dimmed

I am running Photoshop Elements 3 (Mac) on a 15" Mac Powerbook G4 running X10.4. When I open a Camera Raw file and try to choose "Camera Raw Preferences" under the Photoshop Elements menu the item is dimmed although some of the other items are not, e.g. "About Camera Raw". I assume I am doing something simple wrong but I cannot figure out what it is.
