Subject: Watermarking a multi-page PDF with Graphics Server only?

I have successfully been able to convert a PDF to Raster, add the watermark layer to it, then convert it back to PDF, as long as the PDF is only one page (or as long as I can specify the page number in the convertPDFToRaster tag). However, it escapes to me as to how to watermark each page of a 10 page pdf...is it possible? I know that I can loop through and convert each page of the PDF and watermark it, but can I re-assemble a PDF without the Document Server, or do we need a license for that as well?
