I'm not very familiar with FrameMaker but I found the following which sounds like the same problem.

Issue
A FrameMaker template with the first paragraph set to "Start Top of Page" or "Start Top of Column" in FrameMaker's "Paragraph Designer" creates an extra blank page in the PDF.

Solution
In FrameMaker, change the first paragraph setting to Body--this has the start position set to "Anywhere".
