Here is a list of files that have the "PDFtoRaster: problem (NOK)
and 2 files without the problem (OK). At the end of each line is the name of the app that created the files.

OK: Airfax.pdf (PDF version 1.2 (Acrobat 3.x)) QuarkXPress
OK: 6716X_BLback[8].pdf (PDF version 1.6 (Acrobat 7.x)) PSProof

NOK: HQ9190_WEGPX 02 .pdf (PDF version 1.3 (Acrobat 4.x)) PSProof
NOK: 7775X_TB 3.0 .pdf (PDF version 1.3 (Acrobat 4.x)) PSProof

Funny that the 2 files with problems have the same PDF version 1.3, and an older file (1.2) and a newer file (1.6) have no problems. Also the creating app does not seem to be the problem, because one of the OK files was created with it.

????

Any idea?

Can I convert one of the NOKs to a different PDF version and see if it helps?
