Have you tried changing the "temp" or "tmp" environment variables (available from "Environment Variables" under sysdm.cpl) to the directory you wish to store these files in? Seems to work for me.
Note: if you change these variables, any other software that references these variables for the location to store temporary files will now write temporary files to the new location you specify.
