It's a name space for "Execute"--it's not the URL of a Web site or a Web Service.
See pages 86 and 88 of the ADS API Reference.
"...SOAPAction indicates the intent of the request" (It's optional for HTTP over SOAP but it's required for ADS.)
"A special header called SOAPAction with a value of "Execute". This causes the ADS Web to invoke the execute method."
