No.

AGS can load CMYK JPEGs but the color isn't managed so there will be shifting. (Which makes it unusable in most cases.)

AGS can not save CMYK JPEGs.
The saveOptimize command will fail with:
[ERROR] Could not write {yourFileName.jpg} because the image file isn't in RGB color space.
